One of the most tragic examples of group home negligence in the United States occurred in the early morning hours of November 27, 2006, at a home for elderly and mentally ill persons in Anderson, Missouri.

The fire that occurred there that day ultimately took 11 lives and led to new government legislation requiring that complete fire alarm and heat detector systems be installed in all long-term care facilities by the end of 2008. At the same time, however — legislators exempted many facilities from a 2012 sprinkler system requirement because of concerns over cost.

What may be the most tragic irony here is that in early 2006, the state was considering shutting down that particular facility for reasons having nothing to do with fire safety. Yet the facility remained open and 11 innocent people died as a result.
